California Prescription Pads – New Requirements

Beginning January 1, 2019, the State of California Department of Justice is requiring all California prescription pads for controlled substances to be printed with a uniquely serialized 15 digit number. This number is in addition to the current batch and consecutive numbering already on the pads. Also, the new law requires the dispensing pharmacy, clinic or other dispenser to report the serial number for the corresponding prescription form. Unfortunately, the legislation did not include any transition or grandfathering period . The legislation did not allow for continued use of old controlled substance security prescription forms on or after January 1, 2019.

The California State Board of Pharmacy has sent an email out to all pharmacies in the state of California informing them of these new requirements. In this same email, the board also noted that the Enforcement Committee had made several recommendations to the board. This included a request that prior to July 1, 2019, the board not make an enforcement priority, investigation or action again a pharmacist who, in exercise of his/her professional judgement, determines that it is in the best interest of patient or public health or safety to fill such prescription.
